Since 1995, Universal White Cement has been a trusted name in swimming pool interior finish materials, supplying pool plasterers, builders, and distributors with high-performance cement blends, additives, pigments, and installation products engineered specifically for the pool industry. Founded by Randy Liljenquist — one of the original Pebble Tec® applicators in the Phoenix market — the company was built by pool plasterers, for pool plasterers, with a deep understanding of what it takes to create durable, beautiful pool interiors that stand the test of time.

Over the past three decades, our company has expanded from a single patented blended white cement product into a nationally recognized manufacturer and distributor serving customers across the United States. Through ongoing research, product innovation, and close collaboration with contractors in the field, UWC continues to develop advanced interior finish materials designed to improve workability, strength, consistency, and overall performance. From custom finish blends and pool plaster additives to pigments, quartz, pebble, and installation supplies, every product is developed with a commitment to reliability and real-world application.

We know that pool interior finishes are composed of natural materials which have natural variations and reactions when exposed to elements of different swimming pool environments. We also know that the application process is an art in itself so between those factors a completely uniform finish without a perceived “flaw” is nearly impossible. Variations in finishes are oftentimes out of the contractor’s control.

In such cases, a customers satisfaction of the overall project comes back to us. Even yet, we find ourselves often battling with today’s savvy customers over each small imperfection and fingers get pointed in many directions. As an affiliate of many trade organizations such as the National Plasterers Council, we can stay on top of industry research and developments and share them with you. Randy Liljenquist
President – Universal Cement

Our President Randy Liljenquist became one of the original Pebble Tec® applicators in the Phoenix, AZ market and over the years has helped to train hundreds of crews all over the country, perfecting the interior pebble finish installation technique.

Randy established Universal White Cement Company® in 1995 with one product in mind, Universal Blended White Cement®. This patented pozzolan blended cement offered pool plasterers greater durability, workability and increased cement strength. With the success of our Blended White Cement, Universal has developed additional high performance products such as admixtures, additives and pre-blended interior finishes. These are now being sold through swimming pool product distributions centers and directly to pool plasterers across the United States.

Ryan Liljenquist
Vice President – Universal Cement

Universal White Cement Vice President Ryan Liljenquist, Randy’s son, continues to take our company to new heights in logistics and efficiency. His leadership in streamlining processes, expanding distribution capabilities and broadening our supply network directly impacts our ability to better serve our customers. Implementing Ryan’s vision to increase the number of blending and distribution points across the country facilitates sourcing local materials and allows UWC to maintain control over all aspects of product blending. This ensures consistent reliability across all our products. Direct access and greater load capacity of rail lines from both our Glendale, AZ and Cleburne, TX facilities translate into broader and more effective distribution. Universal White Cement has always had a passion for innovation and a commitment to the industry. We strive to discover and implement the newest best practices, and continue to improve our products and our service to you, our customer.

Our New Facility

Expansion With New Facility in Cleburne, Texas

The exciting expansion through the acquisition of our Cleburne, TX facility broadens our reach and provides new economies of scale. This facility has access to five major railway lines for off-loading of raw materials into our many on-site silos for large capacity storage. Processing and bagging of pebbles, sands and other swimming pool products in these substantial volumes results in greater reliability. Typically products can reach our customers throughout Texas within a day.
